Firstly, you need to make sure that you have custom firmware. If you don't have it, search on google for solutions (or here ofcourse.)

Next, you need to have CXMB, if you don't have CXMB, there are tutorials enough on the web.

If you do have CXMB, just put your .ctf, file in your Memory Stick => PSP => THEMES folder and then go to your PSP XMB and at System click on Theme and then select your newly added theme.

One thing => you can't use original downloaded .ptf themes anymore.
