Looks like this topic is pretty old, but for anyone looking to get NDS modding tools in the US, the best place I've found is Leetmod.com
They are based in China, but unlike DealExtreme, they have stores in the US. It costs a little more for the same products (example: AceKard2i $12 at DX, $20 at Leetmod), but you'll get them much faster (weeks, if not months earlier).
They are also more reliable, since shipping through Priority Mail or UPS allows actual order tracking, as opposed to the worldwide airmail that DX uses, which only tells you if the package shipped or not.
