Graphics do not define a game, nor how "better" a system can be. Without a library of good games and features to back it up, it will just be dead weight.

I'm afraid your thought is a bit out of logic. And I fail to see how graphical prowess can equal how good a custom theme can be, considering theme creators have to work within a set of parameters for those themes to work, and graphic capabilities might just be one of the full set.
Any theme creator please be kind to correct me and shut me up if I'm wrong.

A game (for example) that consists of characters in the form of stick figures and a very minimalistic background detail but high replay value would most likely be better than a game with very detailed characters and background detail but no replay value.
As it's always been, Gameplay > Graphics.
