Depends what you mean. There are a lot of "performance increasing" programs out there and all they do is overclock everything. On the other hand you just have either third or first party utility programs used for computer maintenance.
I use auslogic defrag and regcleaner and run a gutmann pass on ccleaner once in a while. I also occasionally manually delete useless crap I find on my HDD.
Just acquaint yourself with msconfig and manage your startup processes a bit and you'll probably get the same performance boost as any proprietary software package.
To get to msconfig go to start menu, click run and type in "msconfig" and press enter. Untick start up processes you don't need. There are actually some system things you can disable too without missing them but don't do that unless you know what you're doing. And do not delete boot entries!
Here's mine showing that my only start up program is my ATI control centre.
It's not like I have a cracked copy of Windows 7.

Registry cleaners to *inexperienced PC users* can be dangerous in the future because will usually click yes to everything that's 'recommended' which usually deletes something which will sooner or later cause a problem. You wouldn't even need to use one if you're smart enough not to install all this crap which most do and install only what you really need (also proper applications : ESET NOD32, VOPT(Defrager), CS4, GAMES, OFFICE, PINNACLE etc). Speaking of Vopt it's the best defrager, it's always succeeding in lab tests compared to others. Boot speed up software only really overclocks your pc a little bit and disables a few programs at startup to "speed up boot times" which can be easily achieved with a msconfig and your manufactors disc given overclocker

well ive read reviews on my computer and one thing that pissed users of the most was that the BIOS was locked and it is impossible to overclock anything on this comp...

I actually disagree. All I have installed on my Windows 7 partition is MS Office, NOD32, uTorrent, winamp, java, flash player and chrome. Everything else is linked from my other partition. Yet I still managed 200 registry errors on my last scan.

you got to rember that just because ur link off another partition doesnt mean that it's not going to cheack and add(if their not their) the registry entries and most apps have 2-150 entries so it's pretty understandable to have 200 entries.
