Default [Help] Monitor Refresh Rate/Flickering

I have a spare monitor I would like to set up for my second PC, but the monitor constantly flickers, I tried setting the refresh rate lower but its already at 60 hertz and the lowest I could go is 59 hertz in 16 bit colour, but not even that worked.

I tried setting it to 70 & 75 same problem also tried to set the Resolution from 1280x1024 to something lower such as 1024x800 and so on.

In the monitor settings, it says "1280x1024 59.9 hertz" so Im really at a loss here guys, and yes I know I can use my other monitor lol, but I would like to get this one up and running as well so I dont have to keep switching VGA and DVI cables around.

check your cables. it could be a loose connection. also try the other monitor just to make sure that the card is outputing properly

The power cable is a 12V output and on the monitor it says 12V input so that should be okay right? but other than that all cables are secure, and the other monitor works perfect with both computers.
