No, it does not. And the reason for this is—as you'll find prevalently promoted around the site—that providing ROMs as downloadable items is no different than providing your every day run of the mill PC game for download. It's software piracy, and therefore, illegal. The only real loophole is if you have a ROM and a hardcopy of the game's cartridge, in which case, you can exercise your right as a customer to have a "backup".
Plain and simple.
That isn't to say, however, that people don't take the liberty of downloading ROMs to their hearts content.

Corrupted data for both the game and game150 folders, swapped to the 1.5 kernel etc and nadda. Second time I haven't been able to play master system/genesis games
