Assuming you're able to enter recovery menu to be able to place in those folders needed, try this..

The Readme is kind of outdated so I'll write short instructions..

    1. Place the Recovery folder into your Game folder.

2A. Look into the FW Packs folder, and select a file based on your PSP Model and FW version you would like to Downgrade to (Only temporary).

2B. I'll use mine as an example. I have a 2k model and want to downgrade to 6.20, so I select the 'PSP2000_620-OFW.rfp' file.

    3. Once you decide on one, place the .rfp file onto the root of your MS. You'll also need fresh copy of the firmware. -> Here

    4. Next, you'll want to rename the EBOOT.PBP to 620.PBP and place it onto the root of your MS as well.

    5. Now, from the Recovery menu on your PSP, select where it says Run /PSP/GAME/Recovery/EBOOT.PBP

    6. When the program is up at the menu, cycle through the Target FW until you reach an option to install a Firmware pack.

    7. Scroll down one and install the selected firmware. From there, you'll be on OFW 6.20 so just update back to 6.60 and reinstall your FW.

    Hope that helps..
