i searched the thread for a fix and saw an alternate download that said it contained a missing file... the same message comes up

I had the same problem. Google search tabctl32.ocx and download it. Put the file in the same directory where the VSH Main Editor is. It should work then. Make sure the folder isn't ziped or rar-ed.

up.. included some ocx files needed. cant really test them as i dont get any errors with xp... please check the first page for a lil advise for vista users.
