I had the same prob like many others on vista, there is a way to fix this, perhaps you could mention this in the 1st post.

- Place COMDLG32.OCX and tabctl32.ocx in C:\Windows\System32\
- Go to start and type "cmd" in the searchbox (without the ""), on the top of the list cmd.exe apears. RIGHTCLICK this and select "execute as administrator" (might be different, I translated from dutch Vista)
- navigate to C:\Windows\System32\ in the commandprompt (maybe you don't need to do this, mine was located at C:\Windows\System32\ by default)
- type "regsvr32 tabctl32.ocx" and "regsvr32 COMDLG32.OCX" without the "", you should get messages that you succeeded at registerng the files.

Do you guys have any suggested reading.
i'm reading a pdf of psp-xmb-Custom Theme Creation Guidelines.
also is there any other xmb editing tools i can use with the
vsh main editor program i got here?

you can use this program for only the vshmain.prx on 3.90

all the tools you will need
Power Tools Customizing

as for hex workshop
BreakPoint Software, Inc. - Downloads

and offsets
PRX Offsets 3.90

you will need to learn how to hex edit so here is a tutorial on how to do that

I think the programming of the Location Free TV and Skype offsets are mixed up. I had skype on and LFTV off and skype didnt show, when i enabled LFTV then skype shows up
