This is a new era of Wii hacking Full featured Wii themes!
After much work and refining VettacossX and buby78 have released their Simpsons theme for the Nintendo Wii.
It's released as .mym file, which not only makes it legal, but also makes it compatible with all region/firmware Wii consoles!
The creators ask that people be linked to their download page, and register at their page to download. Registration is of course free, and only takes a moment. They are very friendly folks, and are willing to help anyone who wants help making their own custom Wii theme.

I personally think this theme is sweet, and will be using it on my own Wii.
