Alright, I downloaded the cIOS Patchmii Installer rev05v1 from that wiki, renamed cios_patchmii_installer-rev05.dol to boot.dol, and put the directory in the apps folder of an SD. I did the same with cIOS rev13.
I ran the Patchmii installer from HBC, selected yes to uninstall, then after it said it was done, the wii froze, and the only thing I could do was unplug the power. No other buttons appeared to work.
I next ran the cIOS installer from HBC, installing to IOS 36 I believe (I left this because it was the option selected upon startup of the installer) and that appeared to install successfully.
I then ran two backup channels (now that I think of it, I'm not sure of their difference - they both seem to be from WiiGator) and neither ran my backup. One gave the same DVD read error 324 as I had gotten before, and the other gave some jumbled letters, some of which I could make out to be a DVD error (the same as I had gotten before).
I burned Verbatim DVD-R using Imgburn at 2x, and it verified fully.
I installed this and my usb loader didnt recognise my hdd in which it has done for nearly a year.
Reinstalled old rev 10 and everything started to work correctly again unless you want some serious headaches I would stick with the old now until they fix the bugs.

oddly enuph the USB/HD loader hasn't been out for a year. also i will say i have installed this and it works fine now did you install the usb device in the correct usb slot? (plz note withteh new update they set it up so that 1 use slot is 2.0 activated wile the other continues the 1.1)
note sence rev 12:You must use the correct USB port for your HD! When looking at the back of the Wii, plug your HD into the RIGHT port, and your USB device or HUB in the LEFT port.
